The shore base floater type wave energy collecting device comprises a fixed beam, a movable beam,a pulley block composed of multiple fixed pulleys, a power generation input transmission mechanism, a counterweight mechanism, a fixed beam support, a movable beam lifting driving mechanism and a tidal range regulating control unit. A floater pulling rope is connected with one end of a chain after penetrating the multiple fixed pulleys constituting the pulley block sequentially. The chain meshes with a chain wheel. The other end of the chain is connected with one end of a counterweight pulling rope. The tidal range regulating control unit comprises a tidal range regulating controller and a counterweight block amplitude collecting controller. Rising and falling of the movable beam is controlled by the tidal range regulating controller, and thus the length, which the pulley block accommodates, of the floater pulling rope is regulated so that tensile force is kept by the floater pulling rope, efficient and reliable energy transfer of fluctuating kinetic energy is achieved, and stable operation of a power generation system in the tidal range changing process is guaranteed.
