The preservation number of the Aspergillus welwitschiae JX-S3 disclosed by the invention is CCTCC (China Center For Type Culture Collection) NO: M 2020217; the Aspergillus welwitschiae is obtained by screening from rhizosphere soil of cunninghamia lanceolata and has and has efficient phosphate solubilizing capacity; the Aspergillus welwitschiae has better dissolving capability on five kinds of insoluble phosphates including calcium phosphate (Ca3(PO4)2), ferric phosphate (FePO4), calcium hydrophosphate (CaHPO4), aluminumphosphate (AlPO4) and calcium phytate (C6H6Ca6O24P6); and a liquid inoculant prepared from the strain has a remarkable growth promoting effect on the ground diameter and seedling height of the cunninghamia lanceolata.
