One typical problem of the network coverage is the route dampening, which is that on the condition of co-existing of a plurality of the network coverage, the imbalance of the network flow caused by the synchronization of the routing selection can happen. At present, an effective mechanism is lacked for avoiding or reducing the impact brought about by the route dampening. The present invention is characterized in that the service bearer network is located between a transmission network and the coverage network, and the service bearer network operates the measurement of the bandwidth, the delay, and the packet loss rate, and provides the data forwarding service which supports the QoS for the coverage network by utilizing the utmost effort care of service provided by the transmission network. In addition, the routers of the service bearer network obtain the path sharing information through exchanging the flow data, and the path sharing is avoided while the data of the coverage network is forwarded, thus to reduce the route dampening. The method for suppressing the route dampening in the service bearer network provided by the present invention can effectively avoid or reduce the path selection conflict.
