By adoption of the structure, a pavement is heated through the embedded heating pipes, the aim of rapidly deicing is fulfilled, and when snow covers a road or an airfield runway, the thermal insulation cover plates can be turned over to the two sides of the concrete layer, so that airplanes or other means of transport can directly travel on the pavement of the concrete layer; and due to the arrangement, the snow covering the pavement can be rapidly cleaned, and the cleaning effect is good.
