The solar panel collects and converts solar energy into electric energy which is stored in the storage battery, and drives the aeration machine to aerate for the facultative aerobe treating tank by the storage battery; and simultaneously, a sludge return pump of the secondary precipitation tank provides energy by the storage battery and carries out sludge returning.
