The method comprises the following steps of: feeding slag which is obtained in steel smelting, stores heat energy and serves as a heat production substance into a boiler; heating water / gas to produce steam with proper pressure; and feeding the steam produced by the boiler into a steam turbine to generate electricity. The device comprises a steam boiler and a steam turbine, wherein the boiler is provided with a smelting furnace slag input device; a steam output pipeline of the steam boiler is connected with the steam turbine which is connected with an electricity generator; a steam pressure stabilization and adjustment device is arranged between the steam boiler and the steam turbine; the steam pressure stabilization and adjustment device comprises a tank body; and a transverse baffle device capable of floating up and down is arranged in the tank body. By adoption of the invention, the heat energy in the high-temperature slag is recycled effectively, energy waste is avoided, the generated electricity can be directly used in local enterprises or all other industrial or civil places, and reuse of energy is realized effectively.
