The method comprises the following technological processes of: performing treatments of peeling, crushing, sieving through a 40-mesh screen, drying for 12-24h at 105-120 DEG C and the like on the flax straws to obtain absolute dry pretreated materials, uniformly mixing the absolute dry pretreated materials with an activator solution, impregnating for 4-12h at room temperature, then drying for 12-24h at 105-120 DEG C, placing in a muffle furnace, heating to 700-900 DEG C, preserving the heat for 1-3h, naturally cooling to room temperature, and then performing acid cleaning, water washing, drying, grinding, and sieving through a 200-mesh screen to obtain a finished product of powdery activated carbon. In the method, the flax straws are used as raw materials, a novel activator with low impregnation ratio is adopted to prepare the activated carbon with special performance.
