The method comprises the following steps of: pre-treating the low-temperature bean pulp by an alkaline extraction method, removing most of protein components from the low-temperature bean pulp, adding water in an amount which is 3 to 10 times the mass of wet residue, regulating the pH value to be 4 to 8, extracting by using a microwave-ultrasonic synergistic extractor, controlling the microwave power of the extraction to be 250 to 300W, the ultrasonic power to be 150 to 200W and the extraction time to be 1 to 30min, and after the extraction is finished, centrifuging, concentrating, performing ethanol extraction, centrifuging, and drying to obtain the water-soluble soybean polysaccharide.
