The method comprises the following steps: sending carbon dioxide gas exhausted from a decarbonizing workshop section in synthesis ammonia production into a carbon dioxide gas cabinet; utilizing a carbon dioxide compressor to send the carbon dioxide gas to a position in front of a gas-making furnace; while performing upward blowing steam or downward blowing steam by the fixed bed gasification furnace, adding a suitable quantity of carbon dioxide into the gasification furnace; and triggering the reduction reaction between the carbon dioxide and the carbon in the gas-making furnace, thereby generating carbon monoxide. According to the method, the carbon monoxide is used for replacing local steam and is used as the gasifying agent and the waste gas is recycled, so that the environmental pollution is reduced and the production cost is saved.
