An in-boiler nozzle is arranged at the upper part of a hearth; an inlet flue gas duct of an SCR (Selective Catalytic Reduction) reactor is connected with the tail part of a flue gas duct, and an SCR (Selective Catalytic Reduction) nozzle is arranged at the connected part; and a reducing agent storage tank outside the hearth is connected with the in-boiler nozzle and the SCR (Selective Catalytic Reduction) nozzle. When the load of the boiler ranges from 75 percent to 100 percent, the reducing agent is sprayed only through the SCR (Selective Catalytic Reduction) nozzle, and when the load of the boiler ranges from 40 percent to 75 percent, the reducing agent is sprayed only through the in-boiler nozzle.
