The device comprises a tank body and an aquatic organism planting system, wherein the aquatic organism planting system floats in water in the tank body; the aquatic organism planting system is provided with a water inlet and a water outlet, a current meter is arranged at the water outlet, a flow rate control system and a timing device are arranged at the water inlet, and the water inlet and the water outlet are respectively communicated with the water in the tank body; and the current meter, the flow rate control system and the timing device are respectively connected with a computer data processing system. The flow rate control system is used for controlling the water flow to perform a washing and flow capacity experiment on the aquatic plants planted in a tank of the device, the flow rate blocked by the aquatic plants is measured at the water outlet, and plant lodging data are recorded in the experiment; and the method and the device are convenient to operate, the volume of the device is small, and the water flows smoothly in the device, so that the method and the device can be quickly and accurately used for aquatic plants-related scientific experiments.
