The surveillance system comprises a dispatching center device, a train detection devices arranged in front of or behind the crossing, a crossing surveillance device and a data transmission network, wherein the train detection devices arranged in front of or behind the crossing are in charge of sending emergency pre-warning orders to the crossing surveillance device and starting the crossing emergency pre-warning when a train is detected to pass; the crossing surveillance device and the train detection devices arranged in front of or behind the crossing detect barriers at the crossing and occurrence of the train respectively in real time and transmit the detected results into the dispatching center device through the network; and the dispatching center device realizes remote dispatching according to the on-site condition.
