The method comprises the steps of: collecting local voltage and current information by a distribution-network terminal; determining whether a failure has happened by a failure start element, and if not, going to the end, and else if the failure has happened, going on to determine whether a comprehensive direction element is operated; uploading operation information of the failure start element, operation information of the comprehensive direction element, and phasor information of voltage and current from the distribution-network terminal to a distribution-network main station through a fiber optical channel; and carrying out accurate failure section positioning by the distribution-network main station according to the information unloaded by the distribution-network terminals in combination with the topological structure of the distribution network. According to the invention, the transmission of the power-distribution-network data is realized by the fiber optical channel, the whole-line quick-reacting main protection function is achieved by using nonsynchronous data collection of an intelligent terminal collection unit, and the control of circuit breakers adjacent to the failure section is performed by remote control commands, so that the reliability of the power supply of the distribution network is greatly improved.
