A wind-driven machine sucks seawater into an impounding reservoir; seawater evaporated by two stages of solar heat collectors is sucked into a condenser through a vacuum pump; concentrated seawater which is not vaporized enters a heat exchange pipe in the impounding reservoir by utilizing natural gravity, transfers heat to fresh seawater and then flows into a hydraulic-driven machine to drive the vacuum suction pump to pump out steam in two stages of steam-water separation chambers, so as to make the steam-water separation chambers be in a negative pressure state, and increase the water steam evaporation speed. The device comprises wind water-pumping components, the impounding reservoir, the heat exchange pipe, a steam condensing pipe, the two steam-water separation chambers, the two solar heat collectors and hydraulic-driven vacuum pump components. The wind-driven machine is directly connected with a water pump, a wind impeller rotates to suck seawater, and a way of firstly converting into electric energy and then driving the water pump by a motor is not adopted, so that the efficiency can be improved by more than 50%; and the impeller is driven to rotate by utilizing water power, the rotating force is transferred to a vacuum pump driving shaft, and then the vacuum pump is driven to run to vacuumize, so as to greatly save the electric energy.
