The corresponding method includes collecting and processing traffic information into a sparse matrix format; setting evaluation indicators of a current task; performing data filling to the sparse matrix according to the evaluation indicators; optimizing the sparse matrix through a control algorithm to generate a scoring matrix; analyzing current road condition and matching the same to the scoring matrix; recommending a best timing plan for the current road condition according to the scoring matrix; performing the recommended best timing plan to the current road condition. According to the management, the ACP method is adopted, stimulated predictions of mass traffic conditions and the corresponding timing plans are performed in a manual system through data driving and computational experiments, finally the parallel execution is achieved in the actual traffic conditions with feedback information recorded. On the basis of a model-free self-adaptive idea, the problems such that the actual traffic conditions are difficult to accurately model, and the timing plans are not matched with the actual road conditions are solved.
