The preparation method comprises the following steps: heating the water-phase component to reach a temperature of 85 DEG C, keeping the temperature for 30 minutes, and then cooling the water-phase component to be at a temperature below 40 DEG C; adding the vitamin C powder into the water-phase component, and dissolving the vitamin C powder in the water-phase component completely by stirring; adding the oil-phase component into a vacuum homogenization and emulsification pot, and homogenizing and dispersing the oil-phase component for 5 minutes; after the oil-phase component is completely homogenized, slowly pumping the water-phase component into the emulsification pot under a stirring condition (the stirring speed is 20-40 RPM); and adding the other additives after the water-phase component is pumped into the emulsification pot, and stirring the mixture uniformly.
