The invention provides a method for measuring transmission speed of an electrical signal in a metal wire by using a femtosecond laser time resolution spectrum and an implementing device. The method is used for measuring the transmission speed of the electrical signal in the wire based on time resolution of the transient process and has the powerful advantages of being high in data collecting speed and working efficiency and small in measurement error. Concretely, the time resolution spectrum method is used for making the resolution ratio reach the ps magnitude and be close to self shake, and then the own error of measurement is greatly reduced; time delay of the ps magnitude and the us magnitude can be obtained by adopting an electrical signal and optical pulse signal synchronization method, the data collecting speed is high, and therefore the working efficiency is greatly improved; based on the measurement of the time resolution spectrum, depending on the ultrafast exposure time of a transient spectrograph, the process from opening to closing a shutter can reach 2 ns to the minimum, the ultrafine delay adjusting function is additionally combined, and therefore the measurement accuracy can reach the tens of ps magnitudes.
