According to the cold water effluent temperature regulation method, the water inlet bypass and the water outlet bypass are utilized at a low temperature, and a heat exchange mode of the plant water system is switched from counter-flow heat exchange to down-flow heat exchange, so that the cold water effluent temperature is improved.
