The highway truck monitoring system comprises a monitoring center which is respectively connected with a GPS satellite map data receiving module, a trolley pole stress detection module, a trolley pole camera monitoring module, a storage battery state monitoring module, a storage battery charge and discharge speed control module, an overtaking prompting module, a truck driving speed control module and a trolley pole height and angle control module. The invention also provides a highway truck monitoring method based on the catenary electric propulsion technology. The catenary electric propulsion technology is applied to trucks driven on the highway, and the trucks are enabled to be driven on the highway through electric energy provided by the catenary so that driving on the highway through diesel oil can be avoided, emission of carbon dioxide and other harmful gas can be reduced, environmental pollution can be reduced and energy can also be saved.
