The novel electronic tag issuing system further comprises client APP software which can carry out information interaction with the issuing unit backstage information system; the microcontroller chip of the electronic tag is connected with a wireless communication module and is provided with a software module which is used in cooperation with the client APP software; the issuing unit backstage information system receives the input of user information and vehicle information through the client user interface of the issuing unit backstage information system or the client APP software; primary issuing of the electronic tag is completed; the secondary issuing of the electronic tag is completed; the electronic tag is bonded onto a designated position of the vehicle of a user; and issuing interaction with the wireless communication module of the electronic tag is carried out through the client APP software, and activation is completed.
