The device comprises a ground beacon, a vehicle positioning system and a rail transit train ground monitoring center system, wherein the vehicle positioning system comprises a vehicle positioning host and a ground beacon reading and writing terminal; the ground beacon is an RFID electronic tag with an only EPC (Electronic Product Code) and is arranged on a railroad tie at the center of two steel rails of a train track; the ground beacon reading and writing terminal is arranged in a corresponding position at the bottom of a train and connected to the vehicle positioning host of the vehicle positioning system through a wire; and the vehicle positioning system is capable of exchanging information with the rail transit train ground monitoring center system through a wireless communication channel of rail transit.
