The method comprises: M dipole loop-antenna arrays distributed uniformly rotating around a center, emitting pulse signals in a rotation process, performing coherent integration on the pulse signals, to generate an equivalent higher-order mode number orbit angular momentum electromagnetic wave signal on a radar receiving end; the higher-order mode number orbit angular momentum electromagnetic wave; using diversity reception capability to further obtain high signal to noise ratio before detection. The higher-order mode number orbit angular momentum electromagnetic wave can generate obvious phase gradient on a target position, and orbit angular momentum electromagnetic waves in different mode numbers can realize waveform diversity on target detection. The method can make detection capability of radar on weak targets greatly improve. A machine rotation antenna of a M dipole can be replaced by an electric sweeping phased array feed source antenna, and the same effects can be obtained.
