By combining two membrane pollution preventing ways of reciprocating moving scrubbing and aeration scrubbing, the pollution of the MBR apparatus both in the horizontal direction and the vertical direction is effectively controlled, the energy consumption input of the two ways can be adjusted according to the real operation condition, and the membrane pollution is alleviated in an initiative and controllable way.
