An activated sludge process sludge reduction and floc structure regulation method is disclosed; raw sewage first enters an activated sludge biological system, a sludge water mixture enters a sedimentation tank for solid-liquid separation, treated sewage flows out from the upper part of the sedimentation tank, a part of sludge precipitating to the lower part is discharged through a residual sludgepump out of the system, the other part of the sludge is transported to a floc structure control unit through a sludge return pump, and the floc structure control unit is provided with a shearing and grinding system that can adjust mechanical strength and a velocity gradient. External loose extracellular polymers of an activated sludge floc are broken and separated from zoogloeas by the shearing and grinding action of the floc structure control unit, and the loose extracellular polymers which are separated from the floc enter the biological system and are decomposed and metabolized by activatedsludge.
