The apparatus comprises horizontal drainage boards, a drainage pipe, drainage branch pipes, an electroosmotic power source, a valve, a water vapor separator, a vacuum pressure gauge, a vacuum pump and a drainage pump; the horizontal drainage boards are laid into different layers along a vertical direction; by means of the electroosmosis solidification of the electroosmotic power source, and the vacuum load of the vacuum pump, the vacuum field, the electroosmotic field and the gravity field of a site can be consistent, sothat energy offset between the vacuum field, the electroosmotic field and the gravity field can be avoided, and therefore, solidification efficiency can be improved, and energy consumption can be reduced. The method is based on the above apparatus.
