The model is: for users with similar service demands in a frequency spectrum market network, the users with similar service demands spontaneously form an alliance through a mechanism of reducing the data downloading costs of the users through the same content multiplexing, all data ofthe users in the alliance are collectively downloaded at first, and then are distributed in the alliance.
