With the carbon dioxide high-enthalpy incoming flow generating device adopted, the technical problems of small carbon dioxide saturated vapor pressure change range, low temperature reduction amplitude and high consumption of an existing high-enthalpy incoming flow generating device can be solved. The carbon dioxide high-enthalpy incoming flow generating device provided by the invention includes a carbon dioxide supply unit, a high-enthalpy incoming flow generation unit, and an air supply unit which is used for preheating the high-enthalpy incoming flow generation unit; the carbon dioxide supply unit is communicated with the first end of a first three-way valve through a first pipeline; the second end of the first three-way valve is communicated with the high-enthalpy incoming flow generation unit through a second pipeline; and the third end of the first three-way valve is communicated with the air supply unit through a third pipeline. With the carbon dioxide high-enthalpy incoming flow generating device adopted, the range of carbon dioxide saturated vapor pressure change is narrow, temperature reduction amplitude can be decreased, and the consumption of carbon dioxide can be decreased.
