A rotary arc welding torch with stepless adjustment of eccentricity and an adjustment method thereof. The welding torch includes a frame with a bottom plate and a top plate. The bottom plate and the top plate of the frame are respectively opened with a through hole whose center lines deviate from each other. The plane on the top plate is equipped with a hollow shaft motor through the through hole, and the plane on the bottom plate is fixedly installed with a hollow motor. The fixed bearing sleeve of the shaft motor coaxial line, the longitudinal section of the fixed bearing sleeve is U-shaped, and there is a mounting hole off the axis at the bottom, and the lower deep groove ball bearing and the rotating sleeve are embedded in the fixed bearing sleeve from outside to inside. The upper end of the rotating sleeve is connected with the output shaft of the hollow shaft motor through a set screw, and an eccentric adjustment device is installed in the middle to clamp one end of the conductive rod, and the other end of the conductive rod passes through the mounting hole of the fixed bearing sleeve and the through hole of the bottom plate.
