The method comprises the steps that a gas pump house is utilized to provide gas with the methane concentration being lower than 30mole%; a low-concentration gas delivery guarantee unit is utilized to supply one part of the gas provided by the gas pump house to a mixing and blending device to be mixed with air; mixed gas is supplied to a gas heat-storage oxidation device for oxidation treatment, and high-temperature flue gas and oxidized tail gas are obtained; one part of the high-temperature flue gas is supplied to a refrigeration unit to prepare low-temperature water and refrigeration tail gas; the other part of the high-temperature flue gas is supplied to a heating unit to be subjected to heat exchange with cold water,and high-temperature steam and heat-exchanging tail gas are obtained; and the low-concentration gas delivery guarantee unit is utilized to supply the other part of the gas provided by the gas pump house to a gas generating set for burning power-generation, and burnt flue gas is generated.
