The risk control equipment isin communication connection with at least one consumption equipment. The method comprises the following steps of receiving risk sub-data of the to-be-predicted user transmitted by each consumption equipment, and aggregating the risk sub-data to generate target risk data, the risk sub-data being generated by risk prediction of the consumption sub-data of the to-be-predicted user in each consumption equipment based on a risk control model sub-module in each consumption equipment; and determining a risk control strategy of the to-be-predicted user according to the target risk data, and performing risk control on the to-be-predicted user according to the risk control strategy. According to the invention, the federated risk control model is generated through longitudinal federated training between each consumption equipment and the risk control equipment, thereby guaranteeing the safety and effectiveness of data for training, and achieving the precise risk control of a to-be-predicted userbased on a large amount of safe and effective user data.
