The preparation method comprises the following steps: firstly, soaking, compressing and drying polyurethane foam to prepare a non-filling soft cushion layer with a hydrophobic property, then putting the non-filling soft cushion layer into a fully mixed solution of ethanol, titanium dioxide and perfluorooctyltriethoxysilane, drying to obtain a continuous porous cushion layer filled with nano particles, and finally, preparing the continuous porous cushion layer with the inverted pyramid structure through an embossing technology. The prepared cushion layer can be used for preparing a super-hydrophobic ice-inhibiting coating, the binding power betweenthe super-hydrophobic ice-inhibiting coating and a matrix is improved, and the wear resistance of the super-hydrophobic coating is improved.
