The semiconductor refrigeration and heating device is connected with a power source through a refrigerating circuit and a heating circuit, the current directions of the refrigerating circuit and the heating circuit are opposite, the detection module is used for detecting the temperature of the solar cell panel and feeding back detection data to the control center, and the control center controls the refrigerating circuit or the heating circuit to be powered on or off.
