The method comprises the following steps: selecting seedlings of the chimonobambusa utilis and seedlings of the cortex phellodendri, and carrying out primary planting and mixed configuration according to the proportion of the seedlings of the chimonobambusa utilis to the seedlings of the cortex phellodendri being 6:4; digging planting holes between rows of the prepared chimonobambusa utilis forest; mixing 0.2-0.5 kg of calcium superphosphate and 0.05 kg of urea or 0.2 kg of compound fertilizer with surface soil to serve as base fertilizer, and applying the base fertilizer into the planting holes for later use; backfilling the planting holes where the base fertilizer is applied with surface soil of 5-10 cm and compacting the surface soil, and then planting the seedlings of the chimonobambusa utilis and the seedlings of the cortex phellodendri into the corresponding planting holes in a field planting mode; carrying out weeding and soil loosening once in April and September each year; within 2-3 years after field planting, carrying out fertilization in combination with weeding and soil loosening; and carrying out tending management on the chimonobambusa utilis and the cortex phellodendri at proper time.
