The component A is prepared from 70%-85% of dichloromethane, 0-15% of acetone and 0-20% of N, N-dimethylformamide; the component B is trichloroisocyanuric acid; and the mass ratio of the component A to the component B is 100: (2-8). The non-combustible rubber treating agent provided by the invention cannot be ignited through an open fire ignition experiment, and according to the detection of GB/T3536-2008 measuring of Flicker Point and Ignition Point of Petroleum Products, the rubber treating agent has no flash point (no Ignition Point); and a conveyor belt rubber product synthesized from natural rubber, chloroprene rubber and butadiene styrene rubber treated by the rubber treating agent is bonded by using a polyurethane type adhesive, and the bonding strength of a damaged conveyor belt rubber matrix can be achieved.
