The multispectral scene simulation device comprises a tunable laser, a multi-channel optical composite assembly, a laser beam expanding assembly, a high-temperature black body, a dual-channel illumination assembly and an image modulator, wherein an output spectrum is controlled by controlling the wavelength and output power of laser outputted by the tunable laser, and the spectrum sequentially passes through the multi-channel optical composite assembly, the laser beam expanding assembly, the high-temperature black body and the double-channel illumination assembly to output a light beam with a set aperture and a divergence angle; the light beam with the set aperture and divergence angle is irradiated to the image modulator for spatial light modulation, and multispectral scene simulation is achieved. The invention further provides a multispectral scene simulation method. According to the invention, through multi-channel laser compounding, each laser wavelength and output power are controlled, and multi-band radiation output can be realized. Meanwhile, laser radiation and black body radiation are outputted in a matching mode, spectral distribution curves of different targets and interferences can be simulated, spatial light modulation is conducted on output light beams, and multispectral scene images can be simulated.
