The device comprises a vacuum tank body and a push rod assembly which are respectively supported at two ends of a base, wherein the vacuum tank body is composed of an inner layer and an outer layer with one open end, an outer flange plate fixedly connected with the opening of the outer layer in a sealing mode is installed on the opening of the outer layer, and an inner flange embedded with a test sealing ring is arranged on the opening of the inner layer; an inner hole of the outer flange plate is in sealing connection with one end of a sealing corrugated pipe, the other end of the sealing corrugated pipe is in sealing connection with a pressure applying ring, and the inner surface of the pressure applying ring is matched with the end face of the inner flange embedded with the test sealing ring; and the push rod assembly is provided with a telescopic push rod, the end, which is close to the vacuum tank body, of the push rod is connected with a force application platform, and the force application platform is provided with an annular acting end acting on the inner flange through the pressure applying ring.
