The device comprises an alkaline particle storage tank, a feeder, a compressed air storage tank, a first valve, a second valve, a first flow meter, a second flow meter, an ammonia buffer tank, a mixer, an economizer outlet flue, an SCR inlet horizontal flue, a flue gas guiding device, an SCR inlet vertical flue, an SCR denitration catalyst layer, an SCR reactor and an SCR outlet flue; an ammonia spraying grid is arranged in the SCR inlet horizontal flue or the SCR inlet vertical flue; an outlet of the ammonia buffer tank is communicated with an inlet of the mixer; and an outlet of the compressed air storage tank is communicated with an inlet of the mixer after being combined with an outlet of the feeder through a pipeline, an outlet of the alkaline particle storage tank is communicated with an inlet of the feeder, and an outlet of the mixer is communicated with an inlet of the ammonia spraying grid.
