An exhaust pipe of the high-power diesel engine is communicated with the lower end of an expansion chamber shell of the circuiting two-level turbine engine with one pump, a water way of the high-power diesel engine is communicated with a shell heat interchanger which is manufactured in an integrating way with the expansion chamber shell of the circuiting two-level turbine engine with one pump by a hot water distributor route, excess heat of the high-power diesel engine heats up and expands gas inside the expansion room shell and the gas is converted into high grade mechanical energy and is output. With a booster pump wheel adopted, the combined cycle of the high-power diesel engine and the circuiting flow two-level turbine engine with one pump can facilitate gas inside the expansion chamber shell to obtain certain pressure so as to improve efficiency of the turbine engine; with a two-level turbine adopted, the efficiency of the engine can be further improved; in addition, with a planetary power convergence speed increaser adopted, the two-level turbine is provided with self-adaptive ability and the turbine always remains at the state of optimal matching and optimal efficiency.
