The method comprises the following steps: laying a base nutritional substrate on a ballast surface of a railway subgrade surface, watering to cause the base nutritional substrate to be fully mixed with subgrade stones, and forming a base nutritive layer which is used as a base and a nutrient source for the plant growth; sowing coated seeds of low drought-resistant plants on the base nutritional substrate, and laying a surface nutritional substrate on the seeds as a surface nutritive layer for protecting the seeds and providing a nutrient source for plant growth; and maintaining according to conventional lawn maintenance management methods.
