The method comprises the following steps: fluid overflows from the upper overflowing area of an inclined drop unit to the inclined upper end, returns, overflows to the inclined lower end along the lower bottom surface of the drop unit and falls to the next level of drop unit. The device comprises at least two levels of drop units, wherein each level of drop unit comprises a drop pipe, a drop pipe baffle, an overflow plate, a drop supporting pipe, a drop supporting pipe baffle, a connection articulated rod and the like; and the multi-level drop units are in stair-like distribution and are arranged slantwise, the drop pipe inclines and the upper overflowing area is formed in the drop pipe; and fluid flows through the upper overflowing area to complete upper overflowing, returns at the inclined upper end of the drop pipe, moves along the lower bottom surface of the drop pipe or the upper bottom surface of the drop supporting pipe to complete lower overflowing and falls to the next level of drop unit from the inclined upper end.
