The invention discloses an antifouling system for a ship propeller, which comprises a shore-based mobile seawater electrolysis chlorine making device, an underwater automatic positioning device, and an on-line residual chlorine monitoring unit for measuring and monitoring the concentration of residual chlorine around a propeller blade. The invention also discloses an antifouling method for the ship propeller, which comprises the following steps of: introducing seawater to the shore-based mobile seawater electrolysis chlorine making device; positioning the underwater automatic positioning device to the periphery of the propeller blade; measuring and monitoring the concentration of the residual chlorine around the propeller blade by using the on-line residual chlorine monitoring unit; feeding the measured and monitored signals back to the shore-based mobile seawater electrolysis chlorine making device; and injecting a proper amount of sodium hypochlorite solution to the periphery of the propeller blade according to the feedback information. The system has small volume and can move freely; the method has low operating cost, and is safe and effective; and the system and the method are particularly applicable to ships with low voyage rate.
