In the embodiment of the invention, the thermal insulating layer can be smoothly fixed to the steam heat accumulator by means of the hoops arrangedon the tank body of the steam heat accumulator; and the thermal insulating layer is not needed to be welded on the outer surface of the steam heat accumulator by way of fixing using the hoops; therefore, the thermal insulation performance of the steam heat accumulator in the embodiment of the invention can be ensured.
