The manufacturing method comprises the following steps of: respectively forming grooves on two quartz blocks, respectively tightly embedding two single mode fibers into the grooves and firmly bonding, then performing precision grinding, precisely aligning the two quartz blocks which are well ground and firmly bonding, wherein one end of each single mode fiber is connected with the light detector; forming grooves at the middle parts of another two quartz blocks according to the radius size of the polarization maintaining fibers, embedding the polarization maintaining fibers into the grooves, aligning one surfaces with the grooves of the two quartz blocks and firmly bonding; and polishing the end surfaces of the well bonded quartz block group with the polarization maintaining fibers and the well bonded quartz block group with the single mode fibers without exposing the fibers, and then bonding and fixing.
