The model transformation method comprises steps that: a memory data model is built on the basis of an IEC61850 SCL model; on the basis of the memory data model, a hierarchical structure of an SCL primary model is converted to an IEC61970CIM topology model; and a secondary model transformation is carried out on the basis of the memory data model and a secondary rule conversion description language. According to the model transformation method of the IEC61850 to the IEC61970 and the apparatus thereof provided by the invention, a model extension is carried out on the IEC61850 standard, and the problem that when the IEC61850 standard is adopted to develop electric power automation products, the SCL specification cannot fully meet model specifications required by master station automation product development is solved. Therefore, time and effort needed to add new plants and stations to an EMS are greatly reduced, and the model transformation method and the apparatus of the invention have good application prospect.
