The modifier is a mixture composed of one or several of the following materials: press-filtered sludge cakes through metallurgy waste water treatment, drainage ditch sludge, gas mud and gas ash, and main chemical compositions simultaneously meet the following conditions by weight percentage: 27% to 99.9% of SiO2, 0.01% to 25% of CaO and 0.01% to 50% of TFe.
