The technology comprises a wet-process section and a dry-process section, wherein the wet-process section comprises the following steps of: enabling the coke oven gas after preliminary purification to enter an oil-washing naphthalene tower (1), and enabling the coke oven gas to flow out of the oil-washing naphthalene tower (1) and enter an electric tar precipitator (3) to precipitate most of residual oil-washing fog and tar fog; and the dry-process section comprises the following steps of: enabling the coke oven gas to flow out of the electric tar precipitator (3) and enter an oil removal and naphthalene removal device filled with a solid adsorbent, enabling the coke oven gas to flow out of the oil removal and naphthalene removal device and further flow into a desulfurization device filled with a solid desulfurizing agent and enabling the coke oven gas to form refined and purified gas after flowing out of the desulfurization device.
