The slag regulating agent comprises, by weight, from 20% to 50% of C, from 40% to 72% of MgO, from 4% to 7% of CaO and less than or equal to 3% of H2O, and the MgO in the slag regulating agent comprises waste magnesia carbon bricks. The low-cost slag regulating agent for vanadium-extracting converter splash protection has the advantages that waste refractory materials can be effectively utilized; and FeO in vanadium slag can be effectively reduced, the melting point and the adhesion of modified vanadium slag are improved, accordingly, a slag adhering effect can be improved after the slag regulating agent is used for regulating the vanadium slag and the modified vanadium slag is used for converter splash protection, the erosion resistivity of a furnace lining is improved, and the service life of the furnace lining of a vanadium-extracting converter is effectively prolonged.
