The measurement IED device which is used for collecting all kinds of data in the small hydro-electric and gateway nodes form a Zigbee-protocol-based wireless sensor network, predistributes an ID number and sets up a mapping table in the gateway and under the condition of the method can carry out effective judging on an received Ethernet packet, obtain the ID number of the measurement IED according to a retrieving mapping table of an destination MAC (measurement and control) address, and finally pack the Ethernet packet into a Zigbee wireless data frame to be delivered; judge the effectiveness of the received Zigbee wireless data frame, obtain the MAC address of the measurement IED and the previous transmission time according to the retrieving mapping table; judge the time intervals, then drop redundant data packets, and finally packet the Zigbee wireless data frame into a GOOSE Ethernet packet.
