The system comprises an online monitoring module, a data analyzing and processing module, an early warning evaluation module, a decision support module and a monitoring system controlling, managing and maintaining module. The modules of the system take a system cluster management platform as a center, take a server as a background data base and build communication and contact through an urban network in a man-machine interaction mode.
