A bearing platform on the top of the pier is provided with six supporting base padstones used for installation of the basin type rubber supporting bases and the lead core shock-isolation rubber supporting bases. Grouting layers are arranged between the basin type rubber supporting bases and the supporting base padstones and between the lead core shock-isolation rubber supporting bases and the supporting base padstones. The construction method includes the steps of measuring and paying off, installing the supporting bases, supporting dies, grouting and maintaining.
